All your folder should be set at 755, so they are not writeable by anyone but your webspace.
Once this is done you can make the folder writeable 777 as phpgedview needs to write to it.
You need to alter your config.php file to reflect the new location for the index folder

All your files should be set at 644 so that they can not be written to by anyone outside your webspace.
The Index folder for gedview should be set outside your at the root level on the same level as the public_html folder .
